HCESD1 is governed by a five (5) Board of Commissioners. Members of the Board are appointed by the Hidalgo County Commissioners’ Court. A HCESD1 Commissioner must  own property or reside within the district and meet the qualification set by the Texas Health and Safety Code Chapter 775.034. The Board members are appointed for two-year terms and can be reappointed for successive terms; the tax code allows board members to continue to serve “until a replacement” is appointed.
